BACKGROUND: 

Libya, serving as a transit, destination and influence hub, plays a central role in North Africa. Beyond internal political divisions and localised security tensions, the impact of potential tensions within the country extends across its national borders and could result in heightened protection risks and humanitarian needs.  

Having said that, Geneva Call remained fully operational in Libya from 2019 until 2023 and since then Geneva Call has been in contact with key interlocutors and regularly monitoring the situation. Geneva Call’s programme was focused on engaging, in both in Tripoli and Benghazi, with the different governmental departments, namely with the ministries of defence and interior, as well as their associated civilian offices and supporting forces on the ground. Moreover, engagements were conducted with influential actors such as tribal and community leaders in selected areas.  

In light of the evolving context and the emerging protection priorities on the ground, Geneva Call is aiming to conduct a strategic assessment exercise in Libya to further capitalize on its previous engagements with various state and non-state actors. Geneva Call is planning to explore opportunities for stronger programming and deeper engagement with key stakeholders in Libya, by focusing on the factors that may trigger or fuel violent extremism, radicalisation and disruptions to social cohesion and comprehension by key actors of humanitarian norms, paying particular attention to both internal and cross-border dynamics.  

For this purpose, Geneva Call is seeking to contract a strategic expert on a consultancy basis to support this assessment and deliver on the sub-objectives detailed below.

OBJECTIVES 

Under the direct supervision of the Regional Head of Programme – MENA, the main objectives of the assignment to be conducted by the Libya Strategic Expert are the following: 

• Develop comprehensive contextual analysis on political, security and social dynamics relevant to current dynamics in Libya and potential conflict links and spillover from neighbouring countries (Sahel and Sudan). This will include regional and cross-regional external factors that exacerbate extremism. 

• Identify and map out different state and other stakeholders’ relevant promotion of protection, social cohesion and prevention of extremism on the ground. 

• Analyse the Protection of Civilians (PoC) landscape in Libya, identifying emerging protection issues, emerging risks, response gaps and priority geographical areas to inform future programming. 

• Identify strategic and programmatic opportunities directly and through partners, potential entry points and areas for engagement to inform future interventions in Libya, with a focus on returns, reintegration, protection of social cohesion, and prevention of violent extremism.  

METHODS AND DELIVERABLES  

The consultancy will run for a period of six weeks (30 days) staring as soon as possible. The consultant is expected to adopt mixed-methods approach combining desk research with field-level engagement and will deliver: 

• Inception report and work plan outlining the proposed methodology, assessment questions, scope, key activities and approach to field-level engagement and data collection. 

• A comprehensive protection and strategic contextual analysis covering key protection risks, emerging trends, geographical hotspots, response gaps and relevant stakeholders. 

• Final report presenting key findings, conflict analysis, strategic opportunities and recommendations. 

• An executive summary (max 10 pages) summarizing key findings and recommendations for senior management, relevant interlocutors, and donors; 

• A PowerPoint presentation summarizing the key findings and recommendations. 

Management of the consultancy 

• The consultant will report to the Regional Head of Programme – MENA who will provide the necessary guidance and support in the completion of agreed outcomes. 

• The payment of the consultancy will be based on outcomes and will be settled in two tranches: 

• Inception report and approved work plan (20%) 

• Delivery of consultancy report by the end of the consultancy (80%) 

• The total time allocated for the delivery of these outcomes should not exceed six weeks. 

Qualifications, Skills and Experience 

The selected consultant must meet the following criteria: 

• Hold a master’s degree, PhD or equivalent work experience, in social sciences, political science, conflict resolution or any other related field that applies to the assessment. 

• Deep understanding of conflict analysis methodologies (including conflict systems mapping, actors’ analysis), and the specific context of Libya. This expertise enables him/her to guide the team in aligning the assessment with the country’s unique challenges and priorities. 

• Demonstrated track record in delivery of similar actions research consultancies in related thematic areas and in similar contexts. 

• Proven track record of working in Libya and maintained relevant networks in country as well as the wider region of MENA. 

• Excellent writing and communication skills in Arabic and English. 

EXPRESSION OF INTEREST 

Interested and qualified consultants must submit their application, no later than 05.10.2026 with the following in one pdf document: 

• An updated curriculum vitae highlighting relevant professional experience and qualifications for this consultancy. 

• Three- page technical proposal document outlining their proposed approach to the assessment, methodological approach and proposed timeline, with reference to the research scope outlined in the ToR. Additionally, candidate is expected to provide examples of previous work preferably related to similar topic.  

• A financial proposal with a detailed budget
